What is the legal basis for providing the service?
Administrative Regulation approved by Resolution No. 354 of the Cabinet of Ministers of the Republic of Uzbekistan dated June 25, 2024.
In which cases is the provision of the service refused?
• When the affected women do not give their consent to use the service or refuse to receive a protection order;
• When a medical examination detects acute infectious, severe mental, or active-stage tuberculosis diseases that prevent staying at the center (in this case, the individual is first placed in a hospital).
Where and in what form is the service provided?
• In the form of a day clinic (day visit): Short-term and long-term psychological and legal assistance is provided at "Inson" centers.
• In a residential (shelter) form: Free accommodation for up to 6 months, food, clothing, and necessary services are provided in rehabilitation centers (shelters).
What is the timeframe for rendering the service?
• Immediately (within 1 working day): The situation is initially assessed, the victim is placed in the "Primary Assistance Room," and a protection order is issued.
• Within 5 working days: When placed in a rehabilitation center (shelter), an individual long-term assistance program is drawn up by specialists.
What documents and information are required?
When applying, the following information is entered:
• The surname, first name, and patronymic of the service user;
• Year, date of birth, and address.
Note: No additional papers or certificates are required for placement in a hospital or rehabilitation center.
Who can use the service? (Applicants)
• Women who have experienced harassment and violence, who have attempted suicide or have suicidal tendencies, and their minor children;
• Any physical and legal entities who have witnessed an incident of violence (third parties).
How can the service be used?
• By contacting the "Inson" social services center in your region or the social worker in your mahalla;
• By calling the internal affairs bodies' "102" number or meeting with your local preventive inspector;
• By contacting the numbers 1146 ("Helpline") or 112.
What is the legal basis for providing the service?
Sub-paragraph "d" of paragraph 9 and paragraph 30 of the Administrative Regulation approved by Resolution No. 354 of the Cabinet of Ministers of the Republic of Uzbekistan dated June 25, 2024.
What is the timeframe for rendering the service?
Within one working day, the application is studied, an initial assessment is conducted, and appropriate measures for the document restoration process are incorporated into the individual social rehabilitation program.
Will children’s attendance at kindergarten or school be suspended until the documents are restored?
No, it will not be suspended. Even before the documents are fully restored, minor children will be temporarily and compulsorily placed in a nearby school or kindergarten based on a referral or formal act issued by the competent authorities.
If the documents were originally obtained from another district or region, is the woman required to travel there?
No, it is not required. Thanks to the integration of the "Unified National Social Protection" information system with the databases of the Registry Office (FHDYO) and the Department of Internal Affairs (IIB), center staff can retrieve the necessary information via electronic requests right from where they are.
What practical assistance is provided under this service?
• The center's lawyers and social workers prepare inquiries for the relevant government agencies (Public Service Centers/DXM, Registry Office/FHDYo, Department of Internal Affairs/IIB) and accompany the woman through the document processing procedure.
• If the woman is living in a shelter, assistance is provided to have the completed documents delivered and handed over directly at the shelter itself.

When applying to the center, the applicant provides the following information:
• The surname, first name, and patronymic of the service user;
• Year, date of birth, and address.
Note: If personal documents have been confiscated by the perpetrator of violence or have been lost, no additional paperwork or certificates (spravka) are required from the citizen to restore them.

Women who have suffered from harassment and violence, who have attempted suicide or have suicidal tendencies, and their minor children.
How can the service be used?
• By contacting the "Inson" social services center in your region;
• By contacting the social worker operating in your mahalla.
What is the legal basis for providing the service?
Chapter 4, paragraph 30 of the Administrative Regulation approved by Resolution No. 354 of the Cabinet of Ministers of the Republic of Uzbekistan dated June 25, 2024.
What is the timeframe for rendering the service?
It is organized immediately within the framework of the individual social rehabilitation program, which is drawn up within 5 working days from the day the woman and her children arrive at the regional center.
Will children be admitted to school or kindergarten even if they lack documents?
Yes, they will be admitted. Even during the period when documents are being restored, children's right to education will not be suspended, based on a referral and formal act issued by the competent authorities (the Inson Center or a preventive inspector).
How is the children’s school attendance and safety ensured?
Important rule: When children are temporarily placed in a kindergarten or school, bringing them to and picking them up from the educational institution (escorting them) is fully managed and provided by the regional center from a safety standpoint.
What kind of educational institutions are children placed in?
Depending on the child's age, they are temporarily placed in preschool educational institutions (kindergarten) or general secondary educational institutions (school) located in the area closest to the rehabilitation center.
Who can use the service? (Individuals)
Minor children of women who have suffered from harassment and violence and have been placed in a regional center (shelter).
How can the service be used?
Through regional centers for the rehabilitation and adaptation of women (shelters). This service is triggered automatically at the moment the woman is placed in the temporary shelter.
What is the legal basis for providing the service?
The relevant paragraphs of Chapters 2, 4, and 5 of the Administrative Regulation approved by Resolution No. 354 of the Cabinet of Ministers of the Republic of Uzbekistan dated June 25, 2024.
What happens if there are no available places in the local center of one’s region?
If there are no vacancies in the center at the woman's place of residence, she will be placed in a rehabilitation center (or NGO centers) in a neighboring region or another region of her choice. The travel expenses to another province are covered by the center (Paragraphs 24 and 34).
In which cases is placement in the center refused?
• When the woman does not voluntarily give consent to placement or refuses to receive a protection order;
• When a medical examination detects acute infectious, severe mental, or active-stage tuberculosis diseases that can be transmitted to others (in this case, treatment is first provided in a hospital) (Paragraph 26).
What is provided to women in the center?
Free shelter (sleeping space), food, and personal hygiene products are provided. In addition, comprehensive psychological, legal, and medical assistance is rendered (Paragraphs 6 and 30).
How long can one live in the center (shelter)?
Temporary accommodation (shelter) is provided for a period of up to 6 months in accordance with the individual social rehabilitation program (Paragraph 6).
What is the main condition for placement in the center (shelter)?
Important condition: For placement in regional rehabilitation centers for in-depth assistance, a protection order must be processed and issued for the woman (Paragraph 18).

Women who have suffered from harassment and violence, who have attempted suicide or have suicidal tendencies, and their minor children.
How can the service be used and where is it located?
Based on your application and consent, it is carried out through the cooperation of "Inson" centers and district (city) departments of internal affairs. On the designated day of service rendering, the internal affairs bodies will transport and place the woman and her children into the center themselves (Paragraph 27).
