How often is monitoring conducted?
Individuals in the Registry undergo a reassessment (monitoring) at least once every 6 months.
When is a person removed from the Registry?
Upon voluntary withdrawal, the appearance of a caregiver, the cancellation of a disability group, or when traveling abroad for more than 1 month.
What is an Individual Social Services Plan?
A special assistance plan created after the status is granted, including medical check-ups, free medication, housing adaptation, and legal and social support.
How does the “Points” system work?
In the assessment, scoring 116 points or higher is a basis for denying the status of being in need. The lower the score, the higher the degree of need is considered to be.
Who evaluates the living conditions?
A multidisciplinary group consisting of an "Inson" center employee, a family doctor, and the Mahalla chairperson. They evaluate health, financial status, and social activity.
What is the “Offer” and why is it necessary?
It is the person's official consent (agreement) to allow an evaluation of their living conditions. A social worker provides this within 24 hours after the application is made.
How can an application be submitted?
Through a social worker (during door-to-door visits), directly at the "Inson" center, or electronically through the "Ijtimoiy Himoya" Information System.
Who is recognized as a person in need of care?
1. Single elderly and persons with disabilities: Those who have no close relatives (children, parents, spouse) to provide care.
2. Single-living elderly and persons with disabilities: Those who have relatives, but they live separately, or their relatives are undergoing long-term treatment or are imprisoned.
What is the processing time for the service?
All evaluations and the final decision-making are completed within 5 working days from the date of application.

How often is the medical condition re-checked?

Is the medical examination included in the social services plan?
Yes. According to Clause 27 of the Regulation, the medical examination and health recovery activities are specified as a separate item in the individual plan.
What is the timeframe for the medical examination?
The medical examination and relevant health recovery measures are designated to be carried out within 10 working days.

How often is the need for communication and leisure re-evaluated?

Is the use of leisure services mandatory?
No. According to Clause 47, a person has the right to refuse any service defined in the individual plan, including cultural or communication services.
Is this type of service included in the Individual Plan?
Yes. According to Clause 27, measures to increase the social activity of a person in need of care are an integral part of the approved individual social services plan.
Who is involved in organizing cultural events?
Pursuant to Clause 27, volunteers, persons wishing to provide guardianship and sponsorship, and mahalla activists may be involved in this process.
How is a person’s need for cultural leisure identified?
According to Clauses 14 and 21, the multidisciplinary group specifically assesses the person's communication with relatives and friends, as well as their need for leisure services.
How is the concept of “Cultural Event” expressed in the Regulation?
In the text, it is interpreted as activities for the "need for communication and leisure services" (Clause 21) and "increasing social activity in daily life" (Clause 27).
What is the timeframe for implementing social activity measures?
The organization and coordination of activities related to increasing cultural, educational, and social activity are designated to be reviewed and planned within 22 working days.

What exactly is done within the scope of the service?
Disinfection (antimicrobial) and disinfestation (pest control) works are carried out free of charge at the place of residence of the person in need of care.
What is the timeframe for conducting sanitary measures?
Disinfection and disinfestation activities are designated to be carried out within 5 working days after the request is received.

When is the act canceled?

Electronic data regarding the actual provision of care serves as the basis for including that period into the caregiver's work experience when calculating a pension (Clause 3).

Who can access paid services in the form of day-care attendance?
Elderly persons and persons with disabilities who have first-degree relatives obligated to provide care (on a contractual basis).
What is the timeframe for service provision (reviewing applications)?
Reviewing the application, assessing the person's needs, and making a decision are designated to be completed within 7 working days.

Is it possible to leave the Center early?

Paid on a contractual basis for those with relatives; free of charge for single individuals in need of social protection (specified categories in Clause 3).
What is the advantage of short-term placement?
While living at the Center, the person receives intensive rehabilitation, professional care, and socio-occupational therapy (Clauses 46, 57).
Who is placed for a permanent (unlimited) period?
Single elderly persons and persons with disabilities who have no close relatives to provide care and no real estate in their own name (Clause 3, sub-clause "a").
What is the maximum duration for long-term services?
For individuals receiving services on a paid basis in an inpatient form, the duration is set for up to one year (Clause 3).
Who are short-term and long-term services for?
For individuals who have relatives obligated to provide care, but who wish to live and receive treatment (e.g., for rehabilitation) at the Center for a certain period.
What is the timeframe for organizing the service (decision-making)?
Reviewing the application and making a decision regarding placement in the Center are completed within 7 working days.

In what cases is the voucher canceled?

How does the voucher system work?
The state covers a portion of the social service costs via a voucher. Once the person in need receives the voucher, they select a service provider of their choice through the "Oila Hamkor" platform.

What is the “Step to Active Life” program?
It is a state program (launched on June 1, 2025) providing 5 types of new social services to persons in need of care based on a voucher (subsidy) system.

What is the timeframe for document restoration?
The general assessment process begins a few working days after the application; however, the restoration itself is carried out according to the regulations of the relevant authorities (Ministry of Internal Affairs, Justice).
Where is the information about the restored document entered?
Pursuant to Clause 29, the social worker must enter information about the restored document or the assistance provided into the "Ijtimoiy Himoya" Information System.
Where is the restoration process recorded?
According to Clause 27, this activity is included in the individual plan as a "measure for the social and legal protection of the person."
Which documents are supported for restoration?
Identity documents (passport, ID card) and other necessary documents that grant the right to social protection.
Who helps if documents are lost?
During the assessment of living conditions (Clause 19), the absence of documents is identified and included in the Individual Social Services Plan.
Are only personal documents restored?
No, assistance is also provided in obtaining certificates for minor children and restoring documents that establish property rights (Clause 42).
How long does the restoration process take?
Preparing a draft application to the court takes 5 working days, and providing legal explanations takes 15 days (Clauses 43, 45). Passport restoration is carried out within the timeframes established by law.
Which authorities restore the documents?
Internal affairs bodies (for passports/ID cards) and Justice departments (for birth certificates, etc.) handle this based on a request from the "Inson" center.
Is there a fee for restoring documents?
No. According to Clause 44, state duty is not charged for the restoration of passports or ID cards.
