In what cases is the voucher canceled?

If the person does not select a provider within 10 working days, in the event of death, withdrawal from the service, or traveling abroad for more than 1 month (Clause 20).

How is the provision of service confirmed?

The service provider must daily input the biometric data (Face-ID) of the person using the service into the system (Clause 5).

For how long is the voucher issued?

The voucher is issued with the right to use social services for a period not exceeding 6 months (Clause 18).

How long does it take to review the application?

The responsible officer of the "Inson" center reviews the questionnaire within 7 working days and assesses the person's needs (Clause 11).

Where and how to apply?

Applications can be made to the "Inson" center, a social worker, via the Single Portal (my.gov.uz), or the "Ijtimoiy Himoya" Information System (Clause 7).

What are the requirements for service providers?

They must complete a 36-hour training course and obtain a certificate valid for 3 years (Clause 3).

Who can work as a service provider?

"Inson" centers, legal entities, individual entrepreneurs, and self-employed persons.

How does the voucher system work?

The state covers a portion of the social service costs via a voucher. Once the person in need receives the voucher, they select a service provider of their choice through the "Oila Hamkor" platform.

What new services are provided under the program?

1. Socio-domestic assistance at home. 2. Care at home. 3. Medico-social rehabilitation. 4. Day-care attendance. 5. Personal assistant services.

What is the “Step to Active Life” program?

It is a state program (launched on June 1, 2025) providing 5 types of new social services to persons in need of care based on a voucher (subsidy) system.

What is the legal basis for this service?

Resolution of the Cabinet of Ministers No. 376, dated June 18, 2025.

Which expenses is this assistance intended to cover?

1. Food products; 2. Personal hygiene items; 3. Housing and utility service fees (Clause 2).

What are the grounds for rejection?

Rejection is only possible if there are medical contraindications specified in Clause 4 of the Regulation (mental disorders, infectious diseases, etc.).

What are the forms of assistance provided?

In addition to residence, there are mobile services (home visits), day-care attendance, and short-term inpatient (temporary stay) options (Clause 49 of the Regulation).

Can residents choose their own paid services?

Yes. In addition to basic services, paid service recipients choose additional rehabilitation and care services themselves on a contractual basis (Clause 37 of the Regulation).

Where can I find information about available vacancies?

Information on vacant spots in IQQMs is visible in real-time on the Agency's website and in the "Ijtimoiy Himoya" system (Clause 5 of the Regulation).

Where to go for placement in a center?

You should contact the "Inson" social services center or fill out an electronic questionnaire via the "Ijtimoiy Himoya" Information System portal (Clause 10 of the Regulation).

How much is the fee for those in the Social Register?

For family members in the Social Register, the fee is subsidized: they pay 20% of the cost (the remaining 80% is covered by the state) (Clause 3 of the Decree).

How are individuals with relatives placed?

They can be placed based on a paid contract. Both long-term and short-term inpatient services are available for them.

Who is admitted to the center for free and permanent residence?

Single elderly persons and persons with disabilities in need of care who have no providers (1st-degree relatives) and no housing in their own name (Clause 3 of the Regulation).

What is the timeframe for reviewing an application?

The application is fully reviewed within 7 working days (2 days by the "Inson" center + 5 days by the Special Commission) (Clauses 14, 17 of the Regulation).

What is the legal basis for this service?

Resolution of the Cabinet of Ministers of the Republic of Uzbekistan No. 316, dated May 31, 2024, and Presidential Decree No. PQ-410.

What are Social Support Centers (IQQM)?

These are the new name and system for the former "Saxovat" boarding houses for the elderly and persons with disabilities, as well as the boarding house for war and labor veterans (Clause 1).

When is the payment stopped?

Upon the person's death, loss of the right to assistance, or departure abroad for permanent residence (Clause 69).

How much is paid to those living in social support centers (pensions)?

Persons living in centers are paid 20% of the allowance for their personal expenses (Clause 68).

From which funds are the payments made?

From the republican budget funds of the Republic of Uzbekistan (Clause 11).

What is the legal basis for the service?

Resolution of the Cabinet of Ministers No. 119, dated March 23, 2023 (as amended by Resolution No. 316, dated May 31, 2024).

How is the assistance granted?

According to the decree, by digitalizing the system, these payments are granted in a "proactive form" (based on electronic database information, without requiring additional documents from the citizen) (Clause 3).

Who is eligible for this assistance?

Single elderly persons and single persons with disabilities in need of care (those included in the Registry) (Clause 2).

Why is this financial assistance provided?

It is provided as a monthly cash payment instead of the food products and personal hygiene items that were previously distributed for free (Clause 1).
