Families registered in the “Social Protection Single Registry.”

How long does it take to process the debt coverage?

The evaluation by a social worker and the final decision by the “Mahalla Seven” are carried out within 10 working days from the date the application is received.

How is this type of assistance defined in the Regulation?

According to Clause 13 of the Regulation, the Fund’s resources may be directed toward other social purposes not specified in the list, including the settlement of accumulated utility debts, based on decisions of the Government or the Agency.

What happens if there is a lack of funds?

If the monthly limit allocated for the mahalla is exhausted, the assistance may be postponed to the following month. If delayed three consecutive times, the application is automatically rejected (Clause 20).

What if the family members are fit for work?

During the case management process, the social worker investigates the family’s income sources. If there are individuals in the family not working without a valid reason, the assistance may be denied.

Who makes the final decision?

Based on the social worker’s recommendation, the “Mahalla Seven” makes a decision collectively through a voting process (Clauses 18-19).

How many times can utility assistance be granted?

A maximum of two times during one autumn-winter season (from October 1 to March 15).

Are the assistance funds given in cash?

No. Funds are transferred directly to the bank accounts of utility providers (gas, electricity, water, etc.) for targeted use (Clause 21).
