Where and how can coal be purchased?

The recipient selects the product themselves through an electronic trading platform from sellers authorized in the “Ijtimoiy Himoya” Information System (Clauses 6, 24).

What is the validity period of the voucher?

The voucher is valid for two months from the date of issuance. The purchase must be made within this period (Clause 3).

What exactly is a fuel voucher?

It is an electronic document with a QR code that allows for the purchase of coal, firewood, or other fuel products using state subsidies (Clause 3).

What is the timeframe for obtaining a coal or fuel voucher?

The evaluation by a social worker and the decision-making by the “Mahalla Seven” are carried out within 10 working days from the date the application is received.

What is the legal basis for this service?

Resolution of the Cabinet of Ministers of the Republic of Uzbekistan No. 313, dated May 31, 2024.

What if the debt amount is very large?

In such cases, depending on the Fund’s capacity, the debt may be partially covered, or payment may be made in stages (split across subsequent months) (Clause 18).

Can the application be rejected?

Yes. If there are able-bodied individuals in the family who are not working without valid reasons, or if the family has received assistance from other sources, the “Mahalla Seven” may decide to reject the request (Clauses 18-19).

What document is required to cover the debt?

A certificate (invoice) indicating the existence of the debt, obtained from the utility provider, must be submitted to the social worker.

How much assistance can be provided?

The amount is determined by the “Mahalla Seven” within the monthly limit allocated to the mahalla, based on the amount of debt and the family’s needs (Clause 18).

Is the money for the debt given directly to the citizen?

No. Funds are transferred in non-cash form directly to the accounts of utility service enterprises (Regional Electric Networks, Hududgaztaminot, etc.) (Clause 21).
