If the person has already received assistance for the same treatment from the “Women’s Notebook” (Ayollar daftari) or “Youth Notebook” (Yoshlar daftari) funds, repeated assistance will not be provided (Paragraph 12).
The social assistance recipient must belong to one of the following categories:
a) A family member registered in the “Social Registry”;
b) A family member whose average monthly total income does not exceed 2 times the minimum consumption expenditure for each family member. In this case, the average monthly total income of the family is determined in accordance with the procedure established by the Cabinet of Ministers for assessing the inclusion of a family in the “state-supported family” or “poor family” category.
Funds are not provided in the form of cash; instead, they are transferred directly to the State Medical Insurance Fund based on a contract (Paragraph 21).
Based on the recommendation of the social worker, it is reviewed by the “Mahalla Seven” within 5 working days, and in urgent cases within 1 day (24 hours) (Paragraphs 18, 22).
A referral (order) obtained from a medical institution is required, indicating the necessity of treatment in a specialized facility and the specific cost of the medical service (Paragraphs 16-17).
This type of material assistance is provided to persons in need once a year.
