If you do not have official employment, you can still receive maternity or sickness benefits. To qualify, you must be making regular voluntary social insurance contributions. Additionally, you must meet certain conditions specified by law. You can learn more about these conditions and the payment procedure in this article.

Starting from 2026, a new state social insurance system has been introduced in Uzbekistan. It protects citizens from losing their income during difficult life situations such as illness, pregnancy, and unemployment. Under the new system, benefits are no longer paid at the employer’s expense, but through the State Social Insurance Fund. This ensures equal social guarantees for all citizens working in both the public and private sectors.

In accordance with Decree No. UP-206 of the President of the Republic of Uzbekistan, dated November 3, 2025, the following benefits are designated to be paid through the State Social Insurance Fund:

Who is entitled to receive temporary disability and maternity benefits?

  1. All individuals covered by mandatory state social insurance who possess a valid insurance track record (length of service):
    • Those working under an official employment contract with an employer;
    • Individuals providing services (performing work) under a civil law contract;
    • Those engaged in other official employment activities in accordance with the procedure established by law.
  1. Individuals covered by state social insurance on a voluntary basis:

What are the minimum track record (length of service) requirements to receive insurance benefits?

Are separate contributions paid for maternity benefit and temporary disability benefit? No, the paid insurance contribution covers both. In other words, you make a single payment, and that contribution entitles you to receive both the maternity benefit and the temporary disability benefit.

For voluntary insurance, the minimum monthly contribution starts from 63,550 UZS (5% of the Minimum Wage), and you can pay as much more as you wish, as no upper limit has been set.

Starting June 1, you can pay your voluntary social insurance contributions via the Baraka app. The money will be credited directly to your Baraka social card or bank card.

For how long should the voluntary contributions for maternity and temporary disability benefits be paid? Insurance benefits are allocated based on the citizens’ insurance track record. A citizen who has paid voluntary insurance contributions in higher amounts, regularly, and over a long period will be granted a higher benefit amount in proportion to their insurance track record. At the same time, for individuals insured on a voluntary basis, the maternity benefit is capped at an amount not exceeding five times the minimum wage.

If a citizen has paid insurance on a voluntary basis, how does the benefit amount calculated for maternity leave differ from the benefit paid for temporary disability?

For individuals insured on a voluntary basis, the calculation methodology for both benefits is identical, being based on the days of leave and the average monthly wage:

Which categories of individuals without official employment are eligible to receive sickness benefits?

Starting July 1, 2026, if voluntary insurance contributions are paid for non-working spouses (husband/wife) and citizens who receive income as founders (participants) of legal entities, they may also be granted benefits when admitted to sanatoriums and wellness resorts, or to rehabilitation centers for prosthetics (fitting artificial limbs/organs).

However, benefits are not paid for just any type of illness. They can only receive benefits in the following two situations:

If a citizen who has paid voluntary insurance contributions falls ill, for how long can they receive money from the fund?

For individuals insured on a voluntary basis (who do not have an employer), the first 5 days of illness are unpaid — the benefit is granted starting from the 6th day.

The benefit is paid for the duration of the illness — meaning for as many days as the sick leave certificate is issued (excluding the first 5 days), based on the individual’s insurance track record:

How much benefit is paid to a citizen who has made voluntary insurance contributions?

For individuals covered by state social insurance on a voluntary basis, the calculation is made by converting the voluntarily paid monthly insurance contributions into a monthly wage. In accordance with this sub-clause, the monthly wage amount starting from January 1, 2026, is determined by dividing the monthly paid insurance contribution amount by the insurance contribution rate applicable at the time of payment, and multiplying the result by 100%.

Example: An insured individual, as a self-employed person, voluntarily paid an insurance contribution of 150,000 UZS to the Fund for January 2026. When calculating the benefit for this citizen, their wage for January 2026 is determined to be 3,000,000 UZS.

The monthly wage amount is calculated as follows: Paid insurance contribution (one hundred and fifty thousand) ÷ Insurance contribution rate (the insurance contribution rate for 2026 is 5%) × 100% = 3,000,000 UZS.

The monthly wage amount determined through this formula is taken into account as the average monthly wage of the insured person for whom the benefit is being calculated.

In response to inquiries on social media concerning delays in disability benefit payments, we would like to state the following:

Benefit payments are funded by our partner bank, Xalq Bank, and are transferred to Baraka cards in accordance with established procedures. In certain instances, short-term delays may occur due to technical processing.

We wish to inform you that regarding the specific inquiry mentioned, the payment has now been successfully credited to the citizen’s card.

For information: Starting from 2024, a Unified Social Card system is being phased in across Uzbekistan. Under this system, all social payments and benefits will be managed through social cards. The issuance and delivery of cards for pensioners are handled by Xalq Bank, while Aloqabank provides these services for students and schoolchildren.

Temporary Technical Issue in Balance Display

Dear users, we would like to inform you that at the moment, some users of the Baraka mobile app may notice an incorrect balance or a zero balance displayed in their account. Please do not worry—this does not mean that your card has no funds. All funds in your account remain safe, and your card is fully functional. You can continue to use it at ATMs and retail outlets without any issues.

 The issue is caused by a temporary technical malfunction within the system. Our technical team is actively working to resolve it as quickly as possible. All your funds are securely protected during this process.

We expect the problem to be fully resolved within 1–2 days. Once the process is complete, your correct balance will automatically appear in the app.

Maternity benefits will now be deposited directly onto your Baraka social card.
Previously, pregnancy and childbirth benefits (maternity pay) were funded by the state only for women working in budgetary organizations. Now, women working in the private sector can also benefit from this opportunity.

Changes introduced from January 1, 2026
Previously, enterprises (employers) calculated and paid maternity benefits out of their own pockets. This often created an extra burden for entrepreneurs or served as a barrier when hiring women.
Starting from 2026, this system is regulated by the following documents:
– Labor Code (Article 404);
– The Law “On State Social Insurance”;
– Cabinet of Ministers Resolution No. 796.

Who is eligible for benefits?
Maternity benefits are paid to women who have at least 10 months of insurance record, provided they belong to one of the following categories:
* women working under an official employment contract;
* women working under a civil law contract;
* women voluntarily paying state social insurance contributions.

Getting your maternity benefit has become easier
Applying for maternity benefit is very simple. During pregnancy, a woman visits the polyclinic where she is registered. After a medical examination, an electronic “certificate of incapacity for work” (sick leave note) is opened in the Ministry of Health’s electronic system. No paper certificates are issued; everything is digital.

How is the maternity benefit calculated?
The Social Insurance Fund system checks the woman’s insurance record, determines the appropriate percentage, and automatically calculates the benefit amount. No application is required from the woman. The benefit amount is calculated based on how many months or years of insurance record (work experience) the woman has. The agency’s system checks the insurance record and applies the corresponding percentage (75%, 85%, or 100%) to calculate the benefit amount. No application is required from the woman.
Depending on the insurance record, the benefit amount is paid as follows:
– From 10 to 24 months — 75%
– From 25 to 60 months — 85%
– More than 61 months — 100%.

Which card is the maternity benefit deposited onto?
The calculated funds are automatically deposited onto the woman’s Baraka card.
If there is no Baraka card, it is deposited onto the woman’s existing plastic card (HUMO, UZKARD).
In cases where there is no Baraka card, a virtual Baraka card may be automatically opened for the citizen, and the funds transferred to it. The woman will receive an SMS notification about this. It is enough for the woman to simply download the Baraka app and register.

For information: Pregnancy and childbirth benefits are provided to women for 126 days (or 140 days in case of complicated childbirth or the birth of 2 or more children) — covering the pre-childbirth period (usually 70 days) and the post-childbirth recovery period (usually 56 days), which is maternity pay. It is calculated as a lump sum and paid all at once.

How Does the Baraka Card Serve the Idea of “For Human Dignity”?

In 2023, Uzbekistan established the National Agency for Social Protection. Since its launch, the Agency has been guided by the principle of “For Human Dignity.” One clear example of how this principle is being implemented in practice is the Baraka Card.

The Baraka project is based on the Presidential Decree of the Republic of Uzbekistan “On Measures to Introduce a Unified Digital System of Social Support” and the Cabinet of Ministers’ Resolution “On the Introduction and Organization of the Social Card Information System.”
These legal acts created the foundation for citizens to access social services easily, without unnecessary movement, paperwork, or extra expenses. In this process, the Baraka project has become one of the key tools.

What Does “For Human Dignity” Mean in Practice?
For many years, people in Uzbekistan had to visit several government offices to obtain essential documents or benefits. Long queues, waiting times, stress, and additional costs were common. Citizens lost not only time, but also energy and trust in the system.
Baraka changes this experience. By digitalizing social services, it creates a system that is convenient, transparent, and respectful of people:
Simple — multiple documents and services are combined into one Social Card and one mobile application.
Transparent — users can track all transactions in real time, increasing financial transparency and trust.
Human-centered — various types of benefits and allowances are transferred directly to the card without delays.

What functions does the Baraka card perform?

Transport card, including preferential transport card;
Document confirming the right to receive state social protection assistance;
Document confirming belonging to a category or group of the population in need of social protection;
Bank card for the refund of value-added tax (VAT) amounts in the established manner for goods (works, services), medicines, and medical services;
Voucher for the purchase of prosthetic and orthopedic devices, technical rehabilitation aids, or other goods (works, services) determined by legislative acts at the expense of social payments.
Additionally, the card acts as an accounting tool for:
Discounts, bonuses, and other loyalty programs provided by business entities;
Confirming the right to attend state social facilities, concerts, entertainment shows, and other events regulated on the basis of preferential, free, or partially paid entry ticket operation systems;
Entry and exit control for social protection institutions.
The social card may also perform other functions provided for by legislative acts.
