What is the legal basis for this assistance?
Resolution of the Cabinet of Ministers of the Republic of Uzbekistan No. 313, dated May 31, 2024.
What if the debt amount is very large?
In such cases, depending on the Fund's capacity, the debt may be partially covered, or payment may be made in stages (split across subsequent months) (Clause 18).
Can the application be rejected?
Yes. If there are able-bodied individuals in the family who are not working without valid reasons, or if the family has received assistance from other sources, the "Mahalla Seven" may decide to reject the request (Clauses 18-19).
What document is required to cover the debt?
A certificate (invoice) indicating the existence of the debt, obtained from the utility provider, must be submitted to the social worker.
How much assistance can be provided?
The amount is determined by the "Mahalla Seven" within the monthly limit allocated to the mahalla, based on the amount of debt and the family's needs (Clause 18).
Is the money for the debt given directly to the citizen?
No. Funds are transferred in non-cash form directly to the accounts of utility service enterprises (Regional Electric Networks, Hududgaztaminot, etc.) (Clause 21).
Who is eligible to have their utility arrears covered?
Families registered in the "Social Protection Single Registry."
How long does it take to process the debt coverage?
The evaluation by a social worker and the final decision by the "Mahalla Seven" are carried out within 10 working days from the date the application is received.
How is this type of assistance defined in the Regulation?
According to Clause 13 of the Regulation, the Fund's resources may be directed toward other social purposes not specified in the list, including the settlement of accumulated utility debts, based on decisions of the Government or the Agency.
Which category of assistance does ramp installation fall under?
According to Clause 32 of the Regulation, it belongs to the service of adapting housing and living conditions for persons in need of care to ensure barrier-free movement.
How are the installation works finalized?
Once the materials or the completed ramp are delivered, the recipient provides the seller with the SMS confirmation code received on their phone to finalize the purchase (Clause 37).
What if the home is rented?
If the person is living in a rental property, the consent of the lessor (landlord) is required for the installation of a ramp (structural modification) (Clause 31).
Where should materials for the ramp be obtained?
Materials are selected via voucher through an electronic trading platform from sellers authorized in the "Ijtimoiy Himoya" Information System (Clause 37).
Who can apply for ramp installation?
Ko‘p qavatli uyda yashovchi, harakatlanishda qiyinchilikka ega nogironligi bor shaxslar yoki ularning vakillari, agar oila ijtimoiy xodim tomonidan muhtoj deb topilgan bo‘lsa (4-5-bandlar).
Are the funds given in cash to the citizen?
No. Based on the technical safety report and the Social Inspection regional department's confirmation of installation, funds are transferred to the entrepreneur's account after the device is transferred to the balance of the management company (or the Mahalla assembly).
How long does it take to review a ramp installation request?
The evaluation by a social worker and the final decision-making by the "Mahalla Seven" are completed within 10 working days from the date the application is received.
