First, a social worker evaluates the family’s situation and submits a recommendation, then the “Mahalla Seven” makes a decision collectively through a voting process (Clause 19).
Repeated assistance is not provided if the citizen is already receiving aid for the same rental costs through the “Women’s Notebook,” “Youth Notebook,” or other state programs (Clause 12).
Funds are not provided in cash. They are transferred directly to the landlord’s plastic card based on a lease agreement (Clause 21).

Once the clothes are delivered, the purchase is confirmed in the system by the recipient providing the seller with the SMS confirmation code sent to their phone (Clause 37).
