If the funds allocated for the mahalla are insufficient, the assistance may be delayed until the following month. If delayed three consecutive times, the system automatically rejects the application (Clause 20).
First, a social worker evaluates the family’s situation and submits a recommendation, then the “Mahalla Seven” makes a decision collectively through a voting process (Clause 19).
Repeated assistance is not provided if the citizen is already receiving aid for the same rental costs through the “Women’s Notebook,” “Youth Notebook,” or other state programs (Clause 12).
Funds are not provided in cash. They are transferred directly to the landlord’s plastic card based on a lease agreement (Clause 21).
The amount of the subsidy is determined within the limit approved by the “Mahalla Seven,” based on rental market prices in the region and the individual’s specific needs (Clause 18).
Individuals in extremely difficult social situations, who have no housing or whose housing is completely uninhabitable, and who are identified as being in need by a social worker based on case management (Clauses 4-5).
The study of the application by a social worker and the final decision-making by the “Mahalla Seven” are carried out within 10 working days from the date the application is received.
