What is the legal basis for providing the service?

Chapters 1, 2, and 3 of the Administrative Regulation approved by Resolution No. 354 of the Cabinet of Ministers of the Republic of Uzbekistan dated June 25, 2024.

What is the timeframe for rendering the service?

Immediately (on the day the application is received). Once the situation is initially assessed by a preventive inspector or a social worker, the woman is placed in the hospital on that very same day (Paragraph 11).

What is the next step after this room?

Within 3 days, a social worker conducts an interview with the woman. If the woman gives her consent and has a need for in-depth rehabilitation, she is transferred to a Women’s Rehabilitation Center (shelter) based on a protection order (Paragraph 18).

How long can one stay in the primary assistance room?

Individuals are accommodated for a period of no more than 3 days (72 hours) to restore health and ensure initial safety (Paragraph 14).

What kind of assistance is provided under this service?

• Immediate first aid is administered;
• An examination by a psychologist or psychiatrist is organized;
• Free food and personal hygiene products are provided (Paragraphs 15 and 16).

Where are primary assistance rooms established?

Special rooms operating around the clock (24/7) have been established across the Republic in all hospitals that have an emergency department (Paragraphs 1 and 6).

Who can use the service? (Individuals)

Women who have experienced harassment and violence, who have attempted suicide or have tendencies toward suicide, and their minor children (Paragraph 1).

How can the service be used?

By reporting to the internal affairs bodies’ “102” number, or by contacting the mahalla social worker or “Inson” centers. Placement there is carried out based on a referral from the “Inson” centers or a formal act processed by a preventive inspector (Paragraph 14).
