The recipient selects the materials themselves through an electronic trading platform from sellers authorized in the “Ijtimoiy Himoya” Information System (Clauses 6, 37).
Construction materials required for the repair or restoration of housing are provided via a voucher (Clauses 6, 24).
The evaluation by a social worker and the decision-making by the “Mahalla Seven” are carried out within 10 working days from the date the application is received.

If the recipient passes away, is imprisoned, the family is removed from the Social Register, or if they move abroad for permanent residence (Clause 23).

First, a social worker evaluates the family’s situation and submits a recommendation, then the “Mahalla Seven” makes a decision collectively through a voting process (Clause 19).
Repeated assistance is not provided if the citizen is already receiving aid for the same rental costs through the “Women’s Notebook,” “Youth Notebook,” or other state programs (Clause 12).
Funds are not provided in cash. They are transferred directly to the landlord’s plastic card based on a lease agreement (Clause 21).
