Guidelines for Reissuing a Social Card

When Is Reissuance of a Social Card Required?

A social card is reissued in the following cases:

  • the card is lost;

  • the card is damaged;

  • the card becomes unusable.

There are three ways to reissue a social card:

  1. Through the “Baraka” mobile application (independently by the citizen);

  2. Through “Inson” Centers (via the agent application);

  3. Through financial agents (banks) — starting from December 1, 2025.

Reissuing a Card via the “Baraka” Mobile Application

Step 1. Install the Application

Citizens can download the “Baraka” mobile application from:

  • Play Market (Android);

  • App Store (iOS).

Step 2. Registration and Login

After installing the application, the citizen:

  • registers using their PINFL and the phone number specified when applying for benefits/payments;

  • completes identification.

If the user has forgotten the password:

  • tap “Forgot password”;

  • enter the required information;

  • receive an SMS code and set a new password.

Step 3. Select the Card and Apply for Reissuance

On the main screen of the application, the user can see their social card.

To reissue the card:

  • go to the Home page and select “My Cards”;

  • tap “Reissue Card”.

Step 4. Make the Payment

  • Reissuance fee: 40,000 UZS.

  • Tap “Next” to confirm the payment.

  • The application generates a six-digit code, which must be paid via Paynet.

Step 5. Receive the New Card

  • After payment confirmation, the card is delivered to a bank branch within 3–5 days.

  • A bank employee will notify the citizen by phone when the card is ready.

  • To receive the card, an identity document must be presented.

Important:

  • the old card is automatically deactivated;

  • all funds in the account are fully preserved;

  • the new card is linked to the same account.

Reissuance Through “Inson” Centers

Citizens may apply to any “Inson” Center.

Process:

  • The operator works via an agent application installed on a tablet.

  • Required information:

    • PINFL;

    • the phone number provided during registration.

  • The operator accesses the cardholder’s profile using an SMS code.

  • Then the same steps as in the mobile application are completed:

    • selecting “Reissue Card”;

    • submitting the application;

    • providing payment details to the citizen.

  • After payment, the card is delivered to a bank branch within 3–5 days.

  • The citizen collects the card at the bank branch with an identity document.

Reissuance Through Banks

(Starting from December 1, 2025)

From December 1, 2025, citizens will also be able to reissue a card through banks.

Required:

  • PINFL;

  • previously registered phone number;

  • identity document.

Process:

  • A bank employee submits the application via the “Baraka” web application.

  • The required payment is made.

  • The card is delivered to the same bank branch within 3–5 days.

  • The bank informs the customer when the card is ready.
