Within one working day, the social worker verifies the authenticity of the referral through the electronic systems of the health authorities (Paragraph 17).
If the person has already received help for the same operation through the “Women’s Notebook” (Ayollar daftari), “Youth Notebook” (Yoshlar daftari), or other state programs (Paragraph 12).
The decision is made by the “Mahalla Seven” (Mahalla Yettiligi) in a collegial (collective) manner based on the recommendation of a social worker (Paragraph 18).
The social assistance recipient must belong to one of the following categories:
a) A family member registered in the “Social Register”;
b) A family member whose average monthly total income per family member does not exceed 2 times the minimum consumer expenditures. In this case, the family’s average monthly total income is determined according to the procedure established by the Cabinet of Ministers for assessing families to be categorized as a “family under state support” or a “poor family.”
Funds are not provided in cash; instead, based on an agreement, the funds are transferred directly to the State Health Insurance Fund (Paragraph 21).
A referral (order) obtained from the relevant treatment institution, which indicates the necessity of the surgical operation and the exact cost of the medical service (operation), is required (Paragraphs 16-17).
